Background and scope of the meeting.

Various tasks active within the IEA already raised the issue of international biomass trade and related subjects before. It proves to be an essential area for bio energy as a whole. Within several international organizations (FAO, World Bank, UNECE, UNDP, UNFCCC, WTO, SGS, NGO’s (Greenpeace, WWF) the interest for the concept of international bio energy trade is growing. Also industrial parties (Shell, Cargill, Nedalco, Vattenfall, Essent) are currently strongly involved or interested in biomass trade.
By means of the international platform of IEA combined with industrial parties, governmental bodies and NGO’s, this task aims to contribute to the development of sustainable biomass markets on short and on long term and on different scale levels (from regional to global). In its intended activities, the task programme will take the several stages of development of biomass markets, in different regions of the world into account. Furthermore, the ambition is that this platform can set the agenda and initiate a host of new activities relevant for developing biomass potentials worldwide. The future vision on global bio energy trade is that it develops over time into a real “commodity market” which will secure supply and demand in a sustainable way; sustainability being a key factor for long-term security.
Task 40 investigates what is needed to create a “commodity market” for biomass. By means of this platform in which industrial parties, governmental bodies and NGO’s participate, this task will contribute to the development of sustainable bio-energy markets on short and on long term and on different scale levels (from regional to global).
Task 40 started off in January 2004, establishing it’s priorities and first set of actions.

Organisation:
This is the first ‘’public’’ activity of IEA Task 40. It is organized in close collaboration with FAO and is as a joint activity realized in the context of the memorandum of understanding between FAO and the IEA Bio-energy Agreement.
Responsible organizations from IEA Task 40 are the Copernicus Institute of the Utrecht University (Netherlands) and Essent Energy (Netherlands).

Objectives of the meeting:
A key objective of the task is to obtain an overview of current trading experiences and markets as well as potential future markets. This includes monitoring the development of biomass markets and trade over time, making inventories of barriers for developing working biomass markets and (international) trade and strategies to cope with those
